On behalf of the Westerville, Ohio Division of Police, we honor the dedicated service and ultimate sacrifice of Deputy Sheriff Samuel Eugene Rouvier of the Clermont County Sheriff's Department, Ohio and the additional 76 American Peace Officers who have paid the ultimate sacrifice on this date in history.


End of Watch Saturday, May 21, 1966

Deputy Rouvier was killed after his vehicle struck a horse in the road.

Deputy Rouvier was en route to a criminal investigation, in a convertible vehicle, when a horse ran into his path. His vehicle struck the horse causing the horse to roll over the hood and windshield into the front seat area. The horse landed on Deputy Rouvier causing serious injuries which resulted in his death.

Your heroism and service is honored today, the 46th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered.

One because you are the only Clermont County Deputy to die in the line of duty that anyone knows of and two you made an impact in peoples lives.
