Officer Elmer Norgren succumbed to injuries he received when he was struck by a drunk driver while issuing a traffic citation at MacArthur Boulevard and Van Buren Street.

Officer Norgren and the driver were standing behind the vehicle when another car swerved into them and knocked them onto the pavement. The car then struck the pulled-over vehicle that had passengers inside. The driver who was receiving the citation was treated for injuries and released. The passengers in the vehicle were not injured. Officer Norgren was transported to Merritt Hospital, where he died from a skull fracture three days later.

The subject was apprehended and charged with negligent homicide. His driver's license had previously been suspended for drunk driving. The 45-year-old subject was convicted of negligent homicide and drunk driving and sentenced to two years, one year for each charge to be served consecutively.

Officer Norgren had served with the Oakland Police Department for at least three years. He was survived by his wife, parents, three sisters, and two brothers.
