Patrolman Duggan was shot and killed in an unprovoked attack while on traffic patrol on Albany Post Road.

He had just pulled his motorcycle off of the road and was standing next to it around 4:15 p.m. when a man walked up to him and shot him in the head without warning. Several witnesses attempted to chase the man who then started shooting at them as well. The suspect was killed several days later in a shootout with Harrisburg, Pa Police while attempting to rob a clerk at the Dauphin Hotel.

Patrolman Duggan was survived by his wife, 6-year-old daughter, and 5-year old son.
