Corporal Ted Foss was struck and killed by a tractor-trailer while conducting a traffic stop on I-90 one mile west of the Lewiston exit.
The truck driver was subsequently charged with eight misdemeanor counts, including reckless and inattentive driving.
Corporal Foss had served with the Minnesota State Patrol for 15 years. He is survived by his wife, who served with the Winona Police Department, a 2-year-old daughter, and a 5-year-old son.
The section of roadway where Corporal Foss was struck was renamed the State Trooper Theodore 'Ted' Foss Memorial Highway. Shortly thereafter, the Minnesota Legislature passed the Ted Foss Move Over Law, which requires vehicles to move to the middle or far lane when passing an emergency or construction vehicle stopped on the roadway.
