Lieutenant Frank Starkel was killed after being struck in the head by a large piece of rock.
The rock had been blown more than a half mile, from the Newington Quarry, as a result of an explosion.
Lieutenant Starkel had served with the Connecticut State Police for 23 years and was assigned as the State Fire Marshal. He was survived by his wife, mother, five brothers, and sister.
