Officer Lowman was shot and killed while staking out a stolen car. The suspect fired through the rear windows of the stolen vehicle as Officer Lowman approached. The suspect later committed suicide as other officers were about to take him into custody.

Officer Lowman had served with the agency for 10 years. He was survived by his wife and son.

Your heroism and service is honored today on the 58th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered. Rest In Peace.
