Officer Lloyd was shot and killed after asking a group of men to quite down. Officer Llyod was on his beat when he observed a group of two or three men on a corner. The men were creating a loud disturbance. Officer Lloyd approached the men and asked them to quite down. One of the men drew a pistol and fired, killing Officer Lloyd. The suspect was apprehended by other officers.

Officer Lloyd had been with the agency for just 10 months.

Your heroism and service is honored today, the one hundred and twenty-first anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
