Corporal Leo Koscelnick was killed when he was struck by a vehicle while helping a stranded motorist. Corporal Koscelnick and the motorist were standing on the side of the road waiting for a tow truck when another car attempted to illegally pass a vehicle on the right, lost control of his car and struck Trooper Koscelnick and the stranded motorist, killing them both.

The driver of the other car was not injured, but was arrested and charged with homicide by motor vehicle.

Corporal Koscelnick had been with the agency for seven and a half years. He was survived by his wife.
