Officer Kelsey was shot and killed while attempting to arrest a man who showed him a bag of drugs. He was in full uniform working an extra security job when the suspect showed him the narcotics. He began to chase the suspect at which the suspect was able to gain control of his weapon and shoot him with it.
Officer Kelsey had been with the agency for one year.
