Officer Kelly was shot and killed while responding to a disturbance call at the Levi Strauss & Company where a former employee was causing problems. While on the way there Officer Kelly met the suspect at 15th and Valencia Streets. As he approached, the suspect drew a gun and shot him several times. The suspect was later arrested by other officers.

Officer Kelly had been with the agency for 19 years.
