Patrolman Kavanagh was struck and killed by a vehicle fleeing officers. He had stopped on Southern State Parkway near Newbridge Road in an attempt to divert traffic when the suspect vehicle struck him. He was posthumously awarded the Medal of Valor and Purple Heart for his actions.

Patrolman Kavanagh had been with the agency for ten years.
