They had taken off from a small runway in the Upper Huallaga River Valley, 15 miles west of Santa Lucia, to conduct a surveillance flight when the plane crashed. The wreckage was located the following day, but rescuers were not able to reach the site until the next day.

Frank and I met in homeroom at Deerfield Beach High in Florida, where we both talked about flying.. We graduated in 1975 and went our separate ways. We saw each other at a DBHS homecoming football game and talked again about flying as by that time I had soloed and Frank was excited for me. He had joined the Air Force and later attended Embry-Riddle while I was on my way to Florida State. Unbeknownst to each other, we both ended up as Special Agents for different agencies. The next time I saw of him, was at a DEA memorial at the US Consulate in Milan, Italy that informed me of his death a year prior. Later I also saw his memorial at the US Embassy's DEA office in Lima, Peru. I spoke sometime later to his parents who made me promise I would not let people forget about Frank. This tribute is one small way of my fulfilling that promise. Rest in Peace my friend.
