Sergeant Howard suffered a fatal heart attack while attempting to arrest a man for being drunk in public and disturbing the peace in the 100 block of 6th Street.
Sergeant Howard was a U.S. Army veteran and had served with the agency for 12 years. He was survived by his wife, three daughters, two grandchildren, mother, and five brothers.
