Sergeant Howard suffered a fatal heart attack while attempting to arrest a man for being drunk in public and disturbing the peace in the 100 block of 6th Street.

Sergeant Howard was a U.S. Army veteran and had served with the agency for 12 years. He was survived by his wife, three daughters, two grandchildren, mother, and five brothers.

Dad,every day I miss you just like I did the day you died when I was 11years old,I couldn't understand then and and still cannot understand why you left us so young.I know you were doing what was right and doing you job protecting Monroe citizens.I have had my dad as a hero all my life but I wish you would have lived to see your grandchildren grow up,great grandchildren and be apart of so many of our lives.Love you your baby girl
