Deputy Horne was shot and killed after responding to a disturbance between two neighbors as the result of one of the men firing a shotgun. Deputy Horne was shot by one of the men as he exited his patrol car. The suspect was apprehended later that day.

The suspect had been released from prison in May of 1968 after serving 17 years for the murder of a man in Scotland County. He was convicted of Deputy Horne's murder and sentenced to death. He died in prison of natural causes July 29, 2004.

Deputy Horne had served with the agency for just over 3 years. He was survived by his wife and child.

Your heroism and service is honored today, the 27th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service to my home state and the birthplace of my son. My cherished son Larry Lasater was a fellow police officer who was murdered in the the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered. I pray for solace for all those who love and remember you for I know both the pain and pride are forever. I am sure you are proud that your family continued your legacy of protecting and serving.
