Officer Horn was shot and killed after stopping a man carrying a concealed weapon. Officer Horn disarmed the suspect but a struggle ensued and the suspect regained control of the gun firing five times killing Officer Horn. The suspect was later shot and apprehended.

The suspect was convicted of first degree murder and sentenced to death. He was awarded a new trial and was acquitted on March 23, 1929.

Officer Horn had been with the agency for 12 years.
