Officer Jose Bonilla-Gonzalez, Officer Gutierrez-Colon, and Officer William Burgos-Colon were killed in a helicopter accident while attempting to clear an area downstream of the Carraizo Dam prior to the flood gates being opened. The helicopter struck a set of power lines above the dam, causing it to crash.

Officer Bonilla-Gonzalez had served with the agency for 24 years with FURA's Air Unit and had previously served with the United States Army. He was survived by his wife and five children.
