Patrolman Douglas Downing was shot and killed after responding to a holdup alarm at a bank on Michigan Street and Park Street. As Patrolman Downing entered through a rear door he encountered a suspect who was fleeing the bank. The two struggled and Patrolman Downing was shot and killed. Another officer shot and killed one of the three suspects and the other two were apprehended.

Patrolman Downing had served with the agency for 7 years. He was survived by his wife.

Doug, My Dad Bert was your colleague. An officer at EMUPD who also carried a YPD badge and WCSD badge, you were part of the family. Your Widow Jo Ann sold us your Glasstron boat and our friend, my Friend Ron, was at the front door with an assault rifle ending the life of one perp and knocking the spine out of the other... we are thankful for your service, and my Dad went on to the be only officer of EMUPD to serve 30 year ( R.I.P )
