Officer Constantine drowned after falling overboard while assigned to the Police Patrol Boat. He was patrolling the Potomac River when he fell over the edge and sank to the bottom. His body was not recovered for several days.

Officer Constantine had been with the agency for almost 7 years. He was survived by his wife and two children.
