Officer Thomas Burns succumbed to exposure and hypothermia after falling into the icy water at the Brooklyn Army Base on 58th Street. He was investigating calls for help when he slipped into the water and injured his head. He was rescued by another police officer and taken to the hospital, where he died five hours later.
Officer Burns had served with the New York City Police Department for 12 years and was assigned to the 74th Precinct.
