First Sergeant Joseph Portaro suffered a medical emergency while participating in a physical fitness run near the West Virginia State Police Academy, where he served as the Deputy Director of Training.

He was transported to Thomas Memorial Hospital where he passed away.

Sergeant Portaro was a veteran of the West Virginia Army National Guard and had served with the West Virginia State Police for 17 years. He is survived by his wife and three children.

I had 1st Sgt. at the West Virginia State Police Academy as a basic officer in the 138th basic class. He was one of the most intelligent men that I have had the opportunity to get to know. His death investigation techniques were world class and I loved the times that I got to learn from him. Rest in Peace Sir. God Bless You and your family. Thank you for all that you have done for our State and the officers that you taught. Im sure that we all will remember the classes that we had with you.
