Sheriff Phillips drowned after being washed off of his horse while crossing the flooded Yadkin River. Sheriff Phillips was traveling to Raleigh to turn in the county's taxes when the incident occurred.

Sheriff Phillips was survived by his wife and two children.

Your heroism and service is honored today, the 166th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service to my home state and the birthplace of my son. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
