Deputy Powell was shot and killed as he and the Chelsea city marshal investigated two suspicious men. The two officers were patrolling together when they observed the two men walking away from a local hardware store. The city marshal turned the car around and as they came close the two men opened fire, killing Deputy Powell.

Deputy Powell had served with the Rogers County Sheriff's Office for 1 year.

Your heroism and service is honored today, the 78th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. . My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect and your memory will always be honored and revered.
