Sergeant Foster died of a stab wounded he received two days earlier after responding to a dispute in a bar. Sergeant Foster and another Sergeant responded to a dispute between a bartender and a group of sailors at a bar on Water Street in Manhattan. When they arrived one of the sailors assaulted the other Sergeant. When Sergeant Foster came to his aid, he was stabbed by one of the other sailors. He was removed to the hospital, where he died two days later from the wound.

Your heroism and service is honored today, the one hundred and fifty-eighth anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
