He and other officers had responded to a complaint about a large group of men on Broome Street. 29 men were arrested and were being taken back to the 8th Precinct station house when Patrolman Burns was assaulted at Prince Street and Wooster Street.
Patrolman Burns had only been with the New York Municipal Police Department for seven months and had previously served with the Philadelphia Police Department. He was survived by his wife.
