Chief Troutman was accidentally shot and killed by one of his officers during an arrest situation. The chief and several officers had arrested three suspects and placed them in the patrol vehicle. One of the prisoners started to resist and one of the officers struck him in the head with the barrel of his gun. The gun fired on impact, striking Chief Troutman in the head.

Chief Troutman had served with the agency for 3 years. He was survived by his wife and five children.

Your heroism and service is honored today, the 82nd anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service to my home state and the birthplace of my son. My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered.
