Officer Bartel was shot and killed while issuing a citation to a man for camping within the city limits. Officer Bartel had previously warned the man about violating the city ordinance. The suspect was found guilty of murder and sentenced to 99 years.

Officer Bartel was survived by his wife, son, and two daughters.

Your heroism and service is honored today, the 29th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Your memory will always be honored and revered as time never diminishes respect. I pray for solace for all those who love and miss you for I know both the pain and pride are forever.

Sarah, thanks for sharing a daughter's devotion to her beloved father. You are in my heart's embrace today.
