
Police Officer Talbot D. Barrow Biographical Info Officer Barrow was electrocuted when he came in contact with a downed electrical wire. He and his partner were dispatched to the scene of the downed power lines as a result of Hurricane Barbara. The officers encountered deep water in the roadway and as Officer Barrow stepped from the car into the water he was electrocuted. His partner was also electrocuted, but recovered, as he tried to pull Officer Barrow to safety. Norfolk County and the City of South Norfolk merged in 1963 to form the City of Chesapeake. Both police agencies were also merged and no longer exist. Officer Barrow was a WWII veteran had been with the agency for only two months. He was survived by his wife. |
