Officer William H. Burtt was shot and killed as he was attempting to protect a women from being kidnapped while off duty.

Officer Burtt had befriended the woman, who worked in his patrol district, and was escorting her to run errands when her estranged husband attempted to kidnap her.

Officer Burtt exited his van and attempted to draw his weapon when the suspect opened fire on him, striking him several times. The suspect then stole the van but surrendered two days later. Officer Burtt's actions prevented the suspect from murdering his wife.

The suspect was convicted of murder and several other charges in connection with Officer Burtt's murder.

Officer Burtt had served with the Norfolk Police Department for 9 years. He is survived by his wife and two children.

Our lives crossed on that February day. I was working in my office on the 2nd floor (my sister worked with me in the same office). I will never forget hearing a gunshot and looking out the window and seeing what happend. My sister (who was an EMT volunteer) was running down the stairs and trying to get out the door to help. We had to stop her for a moment as that terrible person was still there. When she finally got to you, she with the help of others did the best they could. All I could do is watch, I didnt know how to help. That evening my neices told me they knew you and what a great person and influance you were on them. They said you would always stop and talk to them when they were walking down the street. I think about you often and wish I had known you ... Rest in peace.
