Agent Starch was killed after he fell into a ravine while tracking suspected illegal aliens. After losing radio contact with him, other agents began a search of the Tecate Peak area in San Diego County, California. The search received air support from the U.S. Customs Service and U.S. Coast Guard. Agent Starch was located at the bottom of the ravine with severe head trauma and he was not breathing. Agents immediately began CPR but were unable to revive. He was pronounced dead at the scene.
