Officer Pennington was shot and killed on Thanksgiving Day after he and other officers responded to the home of a man who had shot a county sheriff's deputy.

Officer Pennington and his fellow SWAT officers were called to the home in Dale City, where the suspect had fled after shooting the deputy. When the team entered the home they were confronted by the man holding a pistol. Officer Pennington tried to talk the suspect into putting down the pistol but the man opened fire, fatally wounding Officer Pennington.

Officer Pennington had been shot and wounded in an unrelated drug raid 11 months earlier.

Officer Pennington had served with the agency for 11 years. He is survived by his wife and son.

Five years after the shooting his wife was sworn in as a Prince William County police officer. Philip Michael Pennington Elementary School in Manassas is named for the fallen officer.

I remember the day you came onto the dept and was assigned to my squad and eventually assigned to Steve Bailey to train you. I recall the big grin you had and after all the years you worked for the dept, the grin never left you. You only worked for my squad a short time before being transferred to another one but I never forgot the impression you made on me and the other squad members. Although it has been nearly 25 years ago, you are still thought of by me and other members of the dept.
RIP my friend. I'll see you up there someday
