Officer Kevin Welsh drowned after jumping into the Anacostia River in an attempt to rescue a suicidal woman who had jumped off of the 11th Street Bridge. While in the water Officer Welsh indicated he needed help but went under and drowned before he could be rescued.

Officer Welsh was assigned to the Special Operations Division and had served with the Metropolitan Police Department for seven years. He was survived by his expectant wife and two children.

I met Kevin when I was a young SWAT member with the Winter Park Police Department and we traveled to D.C. to compete in the SWAT competition they hosted. Our entire team instantly formed a friendship with Kevin as he was so outgoing and kind to us. We were all shocked by his death. I was thinking of him and found this page. Although it has been 31 years since his passing he is still remembered, he was that kind of person. A class act, a fine person and a great cop.
