Trooper Joseph Welsch was shot and killed while attempting to serve a warrant with a Pennsylvania State Constable in Tioga County. As Trooper Welsch approached the suspect to arrest him, the suspect drew a gun and shot Trooper Welsch.
Trooper Welsch had been with the agency for almost five years and was survived by his wife.
