Deputy Constable Thomas Vaughn was shot and killed as he and the constable attempted to arrest a suspect for whom they had a warrant. They located the man in a woman's hat shop and as they approached him the man produced a gun and opened fire, wounding the constable and killing Deputy Constable Vaughn.

The constable, who had been wounded, tracked the suspect and shot and killed him in July of 1903.

Deputy Constable Vaughn had been with the agency for five years.

To fully appreciate the heroes of the present, we must recognize our heroes of the past. Your heroism and service is honored today, the 109th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered.
