Deputy Talley and Undersheriff Charles Blackburn drowned when their patrol car was overtaken by water when a levee on the Feather River broke. The two were driving to warn residents of the break when they were killed.

Deputy Talley was survived by his mother, five sisters, and three brothers.

I was helping to clean up the area several days after the flood. I was a student at American River JC at the time and several of us drove to Yuba City to help with the clean up. We came upon the site where the cruiser was deposited by the flood waters. The car was completely hidden from view by the silt from the river. As I remember, it was about 150 feet from the blacktop. The top appeared to have been cut open with an axe in an attempt to find the officers. We had heard that the Officers were found several hundred yards beyond this site, having drown while on duty.
