Chief Sparks was shot and killed when he and another officer attempted to take action when they were robbed while off duty. The two were leaving a pharmacy after picking up medication for the other officer. As the two walked out of the door two suspects demanded the bag, thinking that there was money in it. When the officers took action one of the suspects opened fire, fatally wounding Chief Sparks. Both suspects were apprehended and sentenced to life.
Chief Sparks had been with the agency for 20 years.

Chief Sparks, I hear alot of stories from the Glenolden community about you. How you would buy shoes for the kids and how you would stop a teenager (who had hippie long hair)for speeding, you would give them the chioce of paying the ticket or you would take them straight to the local barber and get their hair cut..I remember you when I was a youngster,,,,God Bless and Rest in Peace Uncle Bob...Your Nephew Detective Dave Tyler
