Patrolman Billy Smelly succumbed to a gunshot wound sustained ten days earlier when a suspect gained control of another officer's weapon inside the police station and shot both officers. Patrolman Smelly was working as a dispatcher at the time of the shooting and was shot in the stomach. He died en route to the hospital.

The suspect committed suicide outside of the police station.

Patrolman Smelly had been with the agency for 10 months. He was survived by his wife, Lola, and daughter, Jacquelyn.

Your heroism and service is honored today, the 27th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Jim, you were an amazing man who impacted many lives. From your reflections, I see that you are missed and loved by so many. May your spirit continue to soar.
