Officer Shipp was shot and killed after he and his partner stopped a vehicle for a traffic violation. The driver of the vehicle exited and began to flee with Officer Shipp's partner in pursuit. The man was able to gain control of the partner's weapon and shot Officer Shipp in the side. His partner grabbed Officer Shipp's weapon and returned fire, killing the suspect.

Officer Shipp had been with the agency for two years and was survived by his wife.

Your heroism and service is honored today, the 42nd anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
