Officer Phillips was killed in a motorcycle accident while on patrol on Clinton Highway. He was thrown from the motorcycle when it struck a guard rail and sign post.

Your heroism and service is honored today, the 43rd anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered.

I pray for solace for all those that love and remember you for I know that both their pain and pride are forever. I pray for your family's embrace.
