Policeman Ortiz-Otero was struck and killed by a patrol car during a pursuit of a motorcycle. He and other officers were providing security at a United States - Puerto Rico Olympic Team basketball game when he received word that there was a pursuit heading towards him on State Highway 3. As the vehicle motorcycle approached he stepped in the roadway to attempt to get the man to stop but was inadvertently struck by the patrol car.
Policeman Ortiz-Otero was survived by his wife and two children.

En ese trajico dia, yo estaba trabajando con Cocoliso, como le llamabamos. Yo estaba dentro de la cancha de baloncesto cuidando el evento cuando salimos del juego, nos dijeron que habia habido un accidente. Buscamos a Cocoliso y no lo encontramos. Cuando salimos a la carretera #3 frente a Villas de Loiza, no esteramos de la perdida de tremendo amigo. Cocoliso vino de la escolta del Gobernador con el teniente Luis Segarra a trabajar en Canovanas. El Teniente Segarra me ordeno ir a la casa de la viuda e informar que su esposo estaba grave ne el Centro Medico. Cuando llegue, solo pude sentarme a llorar con ella.
