Deputy Norro was killed as he attempted to arrest a man.

Deputy Norro had been notified by a woman that a bartender named Jim Duncan at the Harvey House in Williams had caused her some trouble. Norro found Duncan at Jones Saloon, drinking heavily. As he tried to arrest him, they both ended up going for their guns. When the smoke cleared, Norro was dead from two gunshot wounds and two bystanders were wounded. Duncan was taken into custody and rushed to Flagstaff to keep him from being lynched.

Deputy Norro was survived by his mother, three brothers, and two sisters.
