Dear Parole Board Members:

I respectfully ask that you DENY PAROLE to Charles Montgomery, inmate #42332. This inmate's violent murder of Trooper Billy Langham in 1981 should preclude any parole consideration.

On December 31, 1981, around two o'clock in the afternoon, Mississippi Trooper Billy Langham was brutally murdered during a traffic stop on U.S. Highway 49 in Covington County, at the city limits of Collins. He was repeatedly stabbed in the back and then shot in the forehead at close range with his own service weapon.

While Trooper Langham was searching the vehicle, another felon grabbed a butcher knife and repeatedly stabbed Trooper Langham. As he attempted to pull out his pistol, the felon kept stabbing him, and inmate #42332 grabbed his gun. When inmate #42332 got the pistol, the other three felons ran for the car and inmate #42332 kept the firearm on Trooper Langham while he repeatedly stated, "Please don't shoot me." But inmate #42332 ignored his pleas, walked toward Trooper Langham, and shot him at close range. The four felons drove away, and inmate #42332 threw the gun out the window. Inmate #42332 was not apprehended until their attempt at driving through a roadblock failed. In 1982, he was convicted of Capital Murder and sentenced to life in prison.

Trooper Langham was 37 years old and a dedicated officer who served with the Mississippi Highway Patrol for over eight years. He was a respected community member who played in a band and led many fundraising efforts for the local residents and schools. Most importantly, he was a loving husband, son, brother, and father to two children.

Parole is a privilege, not a right. As a concerned citizen, and in the interest of public safety, I again respectfully ask that you DENY PAROLE to inmate #42332. Justice demands that he spend every remaining day of his life in prison.
