Constable Davey was attempting to arrest a robbery suspect who had just shot a member of the public. While wrestling with the suspect, the suspect shot Constable Davey in the chest at point blank range.

Constable Davey was a Major in Canada's 39th Battalion and had just recently been sworn in as a Constable with the Cornwall Police.

At the time of his death Constable Davey was survived by his wife and 3 children.
